1. Establishment
1.1 Purpose
The purpose of the User Channel Group is to make proposals from broad perspective, as well as render assistance with a view to enhancing significance of standards development activities with respect to standardized topics, priority of the study, quality of standards, and activities related thereto, from the standpoint of using technical outcome including TTC Standards, technical publications, and supplements developed by each of the Technical Committees organized under auspices of the Technical Assembly.
1.2 Status
In order to provide the mechanism in the TTC framework to enable those who, Members or non-Members of TTC, are interested in development of standards to join TTC activities, the rules for the establishment and management of the User Channel Group (hereinafter referred to as the "UCG") are set forth in accordance with Paragraph 2, Article 21 of the by-law for the Technical Assembly.
1.3 Structure
A UCG is to be organized by the proponent on his own initiative for each topic and question to be tackled, and supporting participants join the relevant activities in their private capacity regardless of Members or non-Members of TTC.
2. Management
2.1 Procedure for Setting-up UCG
(1) Proposal of Activities
Topics and questions to be taken up: those which are proposed by at least three participants belonging to at least three TTC Members (Full Members and Supporting Members), and are expected to have at least ten supporting participants (those wishing to take part).
(2) Representative
The representative of UCG activities is elected by mutual vote from amount the proponent and those who desire to participate; provided, however, that the representative is a participant belonging to a TTC Member.
(3) Approval of Activities
The representative of proponents makes proposal, by submitting a "prospectus of proposal for activities" to the Coordination Committee, and the Chairman of the Technical Assembly approves the prospectus. The prospectus of proposal for activities (its form is at the proponent's discretion) should, in principle, provide the following particulars. The work should be completed in one year except that there is otherwise a concrete proposal to continue the relevant activities.
1. Purport and objective of activities
2. Proponent and breakdown of those wishing to take part
3. Schedule for activities and outline of expected results
4. Others including necessary study items
(4) Coordination
In the event it is recognized proposed activities are likely to conflict with those being made by the other existing Technical Committees, reconciliation will be made by the Coordination Committee taking account of the objectives of establishing the UCG in question.
2.2 Requirements for Participation
(1) Eligibility
No restriction is imposed on those who are affiliated with TTC Members. Those who are from non-TTC Members should, in principle, have an introduction from a person registered as a contact of TTC Member, and be able to be confirmed as being capable of discharging obligations equivalent to those conferred to TTC Members.
(2) Expense for Participation
Participants from non-TTC Members are requested to bear the defrayal as shown below. Those who are from TTC Members are not required to bear any expenditure, the corresponding amounts being deemed to be recovered from the TTC membership fee.
Participants in private capacity: Yearly amount of \10,000 per person
Organization: Yearly amount of \100,000 per organization
(Note: Organization fee will apply to organizations represented by at least ten participants)
2.3 Conduct of Activities
(1) Fields of Activities
Activities are, in principle, to be pursued through the communications network, and in order to contribute to the objective, TTC will provide the following:
1. Electronic mail reflector for use by UCG
2. FTP server for use by UCG
3. Home page for UCG
(2)Expenditure for Activities
Expenditures incurred for individual activities should, in principle, be borne by each participant. Facilities for activities, including the meeting room will be provided as occasion demands.
2.4 Publicity and Report
At the outset of activities, it is necessary to extensively publicize the essentials of UCG among UCG participants so that fair and transparent TTC activities may be secured. Yearly activities are to be included in the Annual Report of TTC.
3. Treatment of Outcome
In the case the outcome of activities develops into requests and proposals to standard-setting by TTC, upon the coordination by the Coordination Committee such requests and proposals will be referred to the existing Technical Committees, Working Groups, etc., for their review.
The outcome of activities will, in principle, be retained by TTC.
