Handling of Request for Hearing

In line with the change of the name and the functions of the organization upon amendment to the Rules Concerning Technical Assembly of the Telecommunication Technology Committee as well as the Subsidiary Rules thereof, the "Handling of Request for Hearing" (determined by the Chairman of the Technical Assembly on April 14, 1986) shall be amended to treat with the relevant matters as follows:

 

(1) Introduction
This document describes the method of handling by the Technical Assembly a request for the hearing of opinions, etc., submitted by a member upon its launching a new telecommunication-related service. Such opinions, etc., may cover future standardization activities for technical aspects of the interconnection of telecommunication networks used for the service.

 

(2) Course of Action
The Committee intends to meet such requests on the grounds that their activities are considered to lead to the accumulation of technical information which contributes to the future standardization for the interconnection of telecommunications networks and they are also in conformity with the objectives of the incorporation of the Committee, and workings of the Committee as well as functions of the Technical Assembly of the Committee as stipulated in Article 4 and Article 18, Paragraph 2 of the Articles of Association of the Committee, respectively.

 

(3) Handling Procedures
The procedures for handling of this matter shall be determined by the Chairman of the Technical Assembly separately herefrom pursuant to the provision of Article 24 of the Subsidiary Rules Concerning Technical Assembly on the grounds that:
(i) It does not have direct bearings on the establishment, amendment, etc., of standards which are the essential functions of the Technical Assembly;
(ii) It will lead to the accumulation of technical information which contributes to the future standardization regarding interconnection of telecommunications networks;
(iii) It is not for creating a concerted opinion of the Technical Assembly but merely for asking personal views of the persons concerned; and
(iv) By adopting a method of hearing opinions of members of the Technical Committee in charge as well as Technical Committees concerned, and members of the Technical Assembly which are not represented at the above Technical Committees, the fairness and transparency on an open forum are secured.

Article 24 of the Subsidiary Rules:
Matters necessary for the management of the Technical Assembly not provided for herein shall be stipulated separately herefrom or shall be determined by the Chairman of the Technical Assembly.

According to article 11 of the Subsidiary Rules.

Note : For the time being, statement level, etc., of a written request shall be determined by the proposer on its own judgment based on the objectives of incorporation, purposes, etc., of the Telecommunication Technology Committee. It is desirable that technical matters should include the statements as to the existence of international standards or recommendations of ITU-T, etc., as well as the existence of domestic standards, etc.
(*1) : Discussion materials shall be dispatched to the members of the Technical Committee in charge and of the Technical Committees concerned, and the members of the Technical Assembly which are not represented at the above Technical Committees.

Questions as to the details of the discussion materials shall be answered by the proposer.

(*2) : The proposer shall explain the details of its proposal. The participants in the meeting shall be the members of the Technical Committee in charge and of the Technical Committees concerned, and the members of the Technical Assembly which are not represented at the above Technical Committees.
(*3) : The concerted opinion shall be put in writing and submitted to the Secretariat.
Note : This schedule represents only a standard model. It is the intention of the Committee to strive for a flexible management of the matter, securing fairness and transparency depending on the contents of proposals, etc.
