Procedures for the indication of Technical Compliance with the TTC Standards
Indications of technical compliance with the TTC standards are to be handled as set forth below. All notification forms regarding such indications are to be filled out in Japanese.
Procedures for Technical Compliance Indications Based on the TTC Standards
The procedures for Indication of technical compliance with the TTC standards shall be as follows:
- 1. Procedures
- (1) Preparation of Guidelines for Implementing Interconnection Tests
- When requested by institutions implementing interconnection test (including organizations individually conducting interconnection tests) to prepare Guidelines for Implementing Interconnection Tests on devices (systems) which are the object of such tests, TTC will prepare guidelines that are based on TTC and other related standards (hereinafter referred to as the TTC standards)according to the procedures outline below. When the Guidelines for Implementing Interconnection Tests are prepared, TTC will immediately publish them and, for a nominal fee, provide these guidelines to anyone who wishes to obtain copy.
- (2)Procedures for Preparing Guidelines for Implementing Interconnection Tests
- Preparation of Guidelines for Implementing Interconnection Tests will be based on the Main Points for Implementing Interconnection Tests which were drawn up by institutions that conduct interconnection tests. The preparation process will be conducted by the Working Group who created the TTC standards mentioned above and will include a screening by a Technical Subcommittee and coordinating by Coordination Committee.
- (3) Receipt of application and issuance of notification
- When the manufacturers who has applied interconnection tests (hereinafter called "the manufacturer(s)") intent to have their terminal equipment (systems) bear indications of technical compliance with the applicable TTC standards, the TTC receives beforehand a application form as shown in Exhibit 1 with the statement of the results of the interconnection test conducted by a institution performing interconnection tests.
Upon receipt of the application form from the manufacturer(s), the TTC will verify that tests were conducted in accordance with the Guidelines for Implementing Interconnection Tests, which will be prepared as outlined in clause 2, and that the expected test results satisfy all the requirements. TTC will then notify the manufacturer, stating whether the device satisfies all requirements and therefore can display an indication of technical compliance with TTC standards by official symbol or written statement.
- When the manufacturers who has applied interconnection tests (hereinafter called "the manufacturer(s)") intent to have their terminal equipment (systems) bear indications of technical compliance with the applicable TTC standards, the TTC receives beforehand a application form as shown in Exhibit 1 with the statement of the results of the interconnection test conducted by a institution performing interconnection tests.
- (4) Manner of compliance indication
- Having submitted by the TTC, the manufacturer may state, voluntarily and in an acceptable manner, the technical compliance with the applicable TTC standards using an official mark or a sentence on the instruction manuals, catalogs, brochures, packaging crates, and/or other pertinent appendages to the equipment (system) in question, as well as on the equipment body.
- 1. Indication by mark
- The official compliance mark is described in Exhibit 2. The details are as follows:
(a) The mark should be 5 millimeters or more in diagonal; but not diametrically exceeding the approval mark of the Japan Approvals Institute for Telecommunications Equipment (JATE).
(b) The material of the mark shall be sturdy and breakage-resistant.
(c) The mark may be prepared in any color, provided that the color is sufficiently vivid to ensure instantaneous recognition of the mark.
(d) If this mark is posted on the same plate that bears the approval mark of the JATE, the mark in question should be located below and to the right of the JATE mark.
- 2. Indication by sentence (in Japanese)
- As a rule, the indication of technical compliance by sentence shall include the one of the following expressions shown below.
(a) "(a product) complying with TTC standard
" (This is an English equivalent.)
(b) "Complying with TTC standard
"
(c) "This (product) complies with the TTC standard
"
(d) This (product) duly complies with the TTC standard
established by the TTC.
(e) The interconnectibility of this (product) has been confirmed using the Guidelines for Implementing Interconnection Tests
, which were created by the Telecommunication Technology Committee.
- Given below for reference are examples of the wording that may be included in instruction manuals and other relevant publications.
- "This product was manufactured pursuant to the TTC standard (
) and is proved to be compatible with other products in basic telecommunication functions based on the standard in question. [Notice that optional functions of and some features unique to this product may not ensure compatibility with other product. ]"
- NOTE: The wording in parentheses ( [ ] ) is optional.

- Having submitted by the TTC, the manufacturer may state, voluntarily and in an acceptable manner, the technical compliance with the applicable TTC standards using an official mark or a sentence on the instruction manuals, catalogs, brochures, packaging crates, and/or other pertinent appendages to the equipment (system) in question, as well as on the equipment body.
- (5) Distribution of information
- The TTC distributes information about the terminal equipment (systems) complying with the TTC standards in the following manner.
- 1. The information is provided as articles in the periodical "TTC Report" distributed to participating members.
- 2. The information is reported when deemed necessary through appropriate media to non-members.

- 2. Responsibilities
The manufacturer should state clearly that it is responsible for the quality of its terminal equipment (system) bearing the TTC standard compliance indication, and that it is liable for any deficiency in the scope of the equipment capabilities complying with the TTC standards, as well as for any complaints arising from its claim to the product.
- 3, Confirmation Fees
In principle, the Confirmation procedures described above are performed by the TTC with free of charge. The TTC, however, reserves the right to charge the manufacturer reasonable fees if necessary.
- 4. Investigations
The TTC reserves the right to conduct investigations, at its own discretion or in response to complaints from a third party, as to whether or not the terminal equipment (system) presented as complying with TTC standards actually complies with such standards. It the result of the investigations reveals noncompliance with the applicable TTC standards, the TTC will prohibit the manufacturer from having its products bear the indication of TTC standard compliance.

- (1) Revisions to the main procedures above have been in effect since June 29, 1992.
- (2) An Indication of Compliance with TTC Standards which is based on earlier procedures is still valid.
