Procedural Process of Establishment of TTC Documents (Excluding Standards)

The procedural process of establishment, etc., of TTC documents excluding TTC standards (hereinafter referred to as "TTC Documents") is decided as follows:

1. Procedure for establishment of new TTC Documents
(1) Method of decision
New TTC Documents shall be established in accordance with the method of decision stipulated in Table 1.

When the Technical Committee fails to reach consensus, decision may, upon judgment of the Chairman of Technical Committee, be made by the voting of the members of the Technical Committee, and in this case, TTC Documents are established with a concurring vote of two-thirds or more.

(2) Procedural flow
a. Normative documents
The procedural flow of the establishment of new TTC Documents (Normative documents) is given in Attachment 1.
The normative documents are developed by the relevant Working Group, and established by the Technical Committee to which the Working Group belongs. Any matter requiring the coordination and agreement with related organizations (forums, etc.) are settled as necessary prior to the establishment.

b. Reference documents
The reference documents are developed by the relevant Working Group, and established by the Technical Committee to which the Working Group belongs. Any matter requiring the coordination and agreement with related organizations (forums, etc.) are settled as necessary prior to the establishment.

c. Requests for establishing TTC Documents
Members making requests for establishing TTC Documents shall submit to the Chairman of Technical Assembly the document (Form 1) filling out it with necessary particulars (Accepted by the Secretariat).


2. Revision to TTC Documents
(1) Method of decision
TTC documents shall be revised, as is the case with their establishment, in accordance with the method of decision set forth in Table 1.

(2) Procedural flow
The revision to TTC Documents shall go through the same procedure as that for their establishment. The procedural flow of the revision to TTC Documents (normative documents) is given in Attachment 2.


3. Publicity of TTC Documents
(1) Normative documents
Normative documents shall be publicized in accordance with the methods prescribed in Attachments 1 and 2.

(2) Reference documents
Reference documents shall be publicized through TTC Report, TTC home page and other appropriate means.


4. Term of Validity and Periodical Maintenance
The term of validity and the periodical maintenance of each document shall be as given in Table 2.

5. Abolition prior to Expiration of Term of Validity
TTC Documents may be abolished prior to expiration of the term of validity upon decision by the Technical Committee.

6. Numbering System
The numbering system for TTC Documents shall be as given in Table 3.

A serial number (4 digits) is given to the technical specification of TTC's own developing.

A serial number (4 digits) is given to the technical document of TTC's own developing.
Reference document

Technical Report

TR-XX....
When the relevant technical specification is developed referring to another standard, XX.... shall be the number of the original standard.
A serial number (4 digits) is given to the technical report of TTC's own developing.
Survey Report

SR-TcNo-YYXX
TcNo represents the Technical Committee that issues the relevant survey report. (e.g., Technical Committee 1: Tc1; Strategic Research and Planning Committee: SRPC)
YY represents the lower 2 digits of A.D., and XX a serial number given by each Technical Committee, etc.


7. Handling of Texts Expressed in English
Texts expressed in English in TTC Documents shall be handled in accordance with the same rules for TTC standards.
