Guidelines for "TTC Standard (E)" Selection

Decision of Chairman/Technical Assembly

  1. Purpose of TTC Standard (E)
       It is a general rule for TTC to set forth its Standards in Japanese. In order to pursue, however, a timely and efficient development of TTC Standards based on international standards such as ITU-T Recommendations, a TTC Standard may be formulated as a TTC Standard (E), which adopts English descriptions as necessary in accordance with the prescribed procedure.

  2. English Descriptions Outside Scope of TTC Standard (E)
       English descriptions adopted under the following conditions are outside the scope of TTC Standard (E), but are taken as generally acceptable rules:
    (1) Program languages, which are not English are to be expressed in the original descriptions.
    (2) Technical terms may be described as the original;
    (3) So far as figures and tables are concerned, those parts which are described in English terms customarily used, or which are hard to be translated into Japanese may be expressed according to the original they are based upon.
       In addition, the same rules apply to figures or tables referenced in the text.

  3. Definition of TTC Standard (E)
       The TTC Standard (E) is defined as a TTC Standard that contains, texts, texts of attachments or annexes, or figures or tables described in English in whole or in part.
    This definition, however, does not apply to TTC Standards which only contain the descriptions as listed in subparagraphs of the preceding paragraph.

  4. Classification of TTC Standard (E)
       TTC Standards (E) are classified into the following two groups:
    (1) E1
    Those containing provisions, etc., whose translation is prohibited pursuant to contract, etc.
    (2) E2
    Those satisfying any of the following conditions:
    • That timeliness is essential;
    • That the original is easier to understand;
    • That efficiency of work can be achieved.
  5. Procedure
       Adoption of a TTC Standard (E) should follow the procedure given below:
    (1) E1
    Proposal for developing a TTC Standard of this category is to be reported, as a matter of course, to the Coordination Committee and the Technical Assembly, and the proposed TTC Standard (E) is to be listed in the middle-term standardization project of the relevant Technical Committee.
    (2) E2
    When elaborating its own middle-term standardization project, each Technical Committee is to make a proposal for developing certain Standards as TTC Standard s(E), and to obtain approval of the Chairman of Technical Assembly, after passing through the process whereby the proposal is coordinated by the Coordination Committee and decided by the relevant Technical Committee, taking account of opinions and requests from its members expressed at the Advanced Briefing Meeting.

  6. Publicity
       The proposed TTC Standards (E) are to be known to all the TTC members, through the measures including the report at the Technical Assembly and the publication on TTC Report.
