Decision by Chairman of Technical Assembly

1.Procedures to establish/revise/abolish TTC Standards and Schedule
(by MEETING)

*1 Article 5 of TA Rules of Procedure
"When holding the Technical Assembly....shall notify......at lease one week prior to the Assembly..."
*2 Form of Advanced Briefing
The Advanced Briefing is in principle to be made in a form of meeting, but when the Chairman of the Technical Assembly recognizes circumstances including a state of emergency prevent so doing , it can be held in a non-meeting form.
*3 Securing a period of at least 60 days
To cope with Annex 3 to the Agreement on Technical Barriers to Trade.
*4 Opinions and additional proposals concerning a draft Standard submitted after
the Advanced Briefing by the Technical Committee that prepared it are dealt with in the same manner as for new draft Standards; - After coordinated at the Coordination Committee, such opinions and additional proposals are notified by the Chairman of the relevant Technical Committee to the members of the Technical Assembly together with the intents of modifications, then for a period of 30 days until the day prior to the Technical Assembly opinions and counterproposals are accepted, and the additional proposals are deliberated and resolved at the Technical Assembly.

*5 As an emergency measure countering, for example, congestion, ballot by facsimile is permitted.
