THE TELECOMMUNICATION TECHNOLOGY COMMITTEE

Determined by the Board of Directors

(Purpose)
Article 1.
The purpose of these Rules is to provide for the organization, method of election of members and other matters necessary for the management of the Technical Assembly of the Telecommunication Technology Committee (hereinafter referred to as "TTC") in conformity with the provisions of Article 18, Paragraph 3 of the Articles of Association of the Telecommunication Technology Committee.

(Constitution of Technical Assembly)
Article 2.
The Technical Assembly shall consist of the members set forth in the following Article as well as men of learning and experience who are special members commissioned pursuant to the provisions of Article 6 hereof.

(Members)
Article 3.
  1. Members of the Technical Assembly shall be appointed by the President from among the full members (if the full member is a corporation or any other organization, a person who represents the benefit of such corporation or organization) who may directly and substantially be affected by the activities of the Technical Assembly and also desire to participate in the Technical Assembly.

  2. Members of the Technical Assembly shall be engaged in the development of standards for the interconnection of telecommunications networks (hereinafter referred to as the "Standards") and studies and research on the interconnection of telecommunications networks, etc.

  3. The term of office of the members shall be two years without precluding reappointment.

  4. Notwithstanding the provision of the preceding Paragraph, the President may remove any member from office who failed to attend meetings twice consecutively.

(Chairman and Vice Chairman)
Article 4.
  1. The Technical Assembly shall have one Chairman and three or less Vice Chairmen.

  2. The Chairman and the Vice Chairmen shall be elected from among the members of the Technical Assembly at a Board of Directors meeting and shall be appointed by the President.

  3. The Chairman shall direct the activities of the Technical Assembly.

  4. The Vice Chairmen shall assist the Chairman and carry out duties for the Chairman in case of disability or vacancy of the latter.

(Term of Office of Chairman and Vice Chairmen)
Article 5.
  1. The term of office of the Chairman and the Vice Chairmen shall be two years without precluding reappointment; provided that it shall be prohibited, in principle, to be in the service for more than three terms consecutively.

  2. In the case of either resignation or termination of term of office, the Chairman and the Vice Chairman shall be obligated to perform their duty until their successor is appointed.

(Special Member in Capacity of Man of Erudition and Experience)
Article 6.
The President shall, if necessary, request a man of erudition and experience to participate in the activities of the Technical Assembly as a special member.

(Observers)
Article 7.
A full member may attend the Technical Assembly as an observer even when it is not a member of the Technical Assembly.

(Technical Committees and Strategic Research and Planning Committee)
Article 8.
  1. The Technical Assembly shall have the Technical Committees and the Strategic Research and Planning Committee (hereinafter referred to as the "Technical Committees, etc." in the present and the following Articles) according to the standardization subjects.

  2. The Technical Committees, etc., shall be engaged in the selection of points for consideration with respect to the standardization subjects, establishment and abolition of the Working Groups and management of any other matter necessary for the running of the Technical Committees, etc.

  3. In addition to the preceding Paragraph, the Strategic Research and Planning Committee shall execute overall standardization activities as well as working out, and studies and research of project plans as to the matters of common interest to all Technical Committees.

  4. Members of the Technical Committees, etc., shall consist of full members (if the full member is a corporation or any other organization, a person who was nominated by such corporation or organization; the same shall apply hereinafter) who were appointed by the Chairman of the Technical Assembly with the approval of the President from among such members as may directly and substantially be affected by the activities of the Committee; provided, however, that a member who was appointed by the Chairman of the Technical Assembly with the approval of the President (the appointment may be made in advance in its capacity) from among members of the Working Groups may be a member of the Technical Committees, etc.

  5. The Working Groups shall work out draft proposals to submit to the Technical Assembly with respect to the establishment, amendment and abolition of Standards and any other matter.

  6. Members of a Working Group shall consist of full members who were appointed by the Chairman of the Technical Committee or of the Strategic Research and Planning Committee with the approval of the Chairman of the Technical Assembly from among such members as may directly and substantially be affected by the activities of such Working Group and also desire to participate in the activities of such Working Group.

  7. In addition to each of the foregoing Paragraph, matters relevant to the Technical Committees, etc., and the Working Groups shall be separately determined at the Technical Assembly.

(Coordination Committee)
Article 8-2.
  1. The Technical Assembly shall have the Coordination Committee which is engaged in the determination of a plan to hold the Technical Assembly, mutual coordination among the Technical Committees and the Strategic Research and Planning Committee and any other coordination pertinent to the management of the Technical Assembly.

  2. The Coordination Assembly shall consist of the Chairman and the Vice Chairman of the Technical Assembly and any other persons who were appointed by the Chairman of the Technical Assembly with the approval of the President; provided, however, that a person who was appointed by the Chairman of the Technical Assembly with the approval of the President (the appointment may be made in advance with capacity) from among members of the Technical Committees, etc., may be a member of the Coordination Committee.

  3. In addition to each of the foregoing Paragraphs, matters relevant to the Coordination Committee shall be separately determined at the Technical Assembly.

(Examination by Councilors' Meeting)
Article 9.
The Standards established, amended or abolished by the Technical Assembly shall be examined by the Councilors' Meeting.

(Observance, etc. of Standards)
Article 10.
  1. Members of the Technical Assembly shall have a high regard for the Standards and make efforts to promote them.

  2. For the purpose of the preceding Paragraph, the Technical Assembly may request the Board of Directors to take necessary measures.

(Disclosure, etc. of Standards)
Article 11.
  1. The Standards established, amended or abolished shall be disclosed to the public.

  2. The method of disclosure shall be stipulated separately herefrom.

  3. Any protest, etc., made against the disclosed Standards by a person or entity other than TTC shall be disposed of in good faith, and appropriate measures such as review of the Standards shall be taken if necessary.

(Delegation to Technical Assembly)
Article 12.
Particulars necessary for the management of the Technical Assembly not provided for herein shall be separately determined by the Technical Assembly.

These Rules shall take effect on November 5, 1985.

SUPPLEMENTARY PROVISION
These Rules shall take effect on December 2, 1985.

SUPPLEMENTARY PROVISIONS
  1. These Rules shall take effect on January 27, 1986.

  2. For the time being, members of the Technical Assembly appointed pursuant to the provisions of Article 3, Paragraph 1 hereof shall be one person for one full member; provided, however, that if a member elected as the Chairman or the Vice Chairman of the Technical Assembly is a person who represents the benefit of a full member which is a corporation or any other organization, then the President may appoint another one person who represents the benefit of such full member which is a corporation or any other organization as a member of the Technical Assembly in addition to such member elected as the Chairman or the Vice Chairman of the Technical Assembly.

  3. Each member shall have a voting right and any other right to vote (hereinafter referred to as the "voting right" in the following Paragraph) with respect to the development of the Standards at the Technical Assembly.

  4. For the time being, special members and observers shall have no voting right.

  5. The Chairman and the Vice Chairmen shall not participate in a vote except in case of a tie at the Technical Assembly as stipulated separately herefrom.

  6. For the time being, each member shall be classified under any of the following categories according to the principal business in which it is engaged (if the member is a person who represents the benefit of a full member which is a corporation or any other organization, the principal business in which such full member which is a corporation or any other organization is engaged). A category under which each member is classified shall be determined by the President.
    (1) Type I Telecommunications Carrier;
    (2) Type II Telecommunications Carrier;
    (3) The manufacturing interest; and
    (4) A party concerned other than those stipulated in the preceding three Items.

  7. For the time being, upon taking a vote or other decisions regarding the development of Standards at the Technical Assembly, the total number of votes of the members classified under each of the preceding items shall be 300, which shall be adjusted to allot 100 to Type I Telecommunications Carrier, 50 to Type II Telecommunications Carrier, 100 to the manufacturing interest, and 50 to persons concerned other than Type I Telecommunications Carrier, Type II Telecommunications Carrier and the manufacturing interest. The adjustment shall be made on the basis of the number of units of the membership fee paid by the members classified under each category (if the member is a person who represents the benefit of a full member which is a corporation or any other organization, such full member which is a corporation or any other organization).

SUPPLEMENTARY PROVISION
These Rules shall take effect on May 6, 1986.

SUPPLEMENTARY PROVISION
These Rules shall take effect on February 13, 1989; provided, however, that the former provisions may apply until June 30, 1989.

SUPPLEMENTARY PROVISION
These Rules shall take effect on March 16, 1995; provided, however, that the former provisions may apply until June 30, 1995.
