Rules Relating to Handling of Objections against Standard Establishment Procedure

Article 1. Purpose

The purpose of these Rules is to set forth the matters relating to the handling of the objections put forward against the standard establishment procedure (defined as the procedure for the establishment, revision or abolition of standards; this shall apply hereinafter) taken by Telecommunication Technology Committee (hereinafter referred to as the "Committee").


Article 2. Objection
1. The persons who are interested in any standard established by the Committee and have an objection against the establishment procedure for the said standard may raise their objection by notifying the President of the Committee to that effect in writing (hereinafter referred to as the "Statement of Objection").
2. The Statement of Objection shall contain the particulars as listed in the following Subparagraphs:
(1)Name or designation and address of the objector, and when the objector is a corporation or organization, name of its representative;
(2)Particular standard to which the objection applies;
(3)Outline of the interests the objector has in respect of the standard as set forth in the preceding Subparagraph;
(4)Intent of and reason for the objection; and,
(5)Other matters the President of the Committee may otherwise specify.

Article 3. Time Limit of Objection
1. The objection shall be entered within a period of two months reckoned from the date following the day on which the standard was established.
2. In deciding the time limit of objection for the Statement of Objection submitted by mail, the number of days required for mailing shall be excluded.


Article 4. Consultation with Councilors' Meeting
When deciding on any objection raised, the President of the Committee shall enter into consultation with the Councilors' Meeting seeking advise therefrom, and take a necessary step with due regard to the resolution of the Councilors' Meeting. This shall not be apply, however, when the Statement of Objection has been submitted after the time limit of objection or when the objection raised does not meet the requirements provided for in these Rules.


Article 5. Commission to President
With the exception of the matters set forth in these Rules, the President of the Committee shall separately decide on the matters necessary for applying these Rules.


Supplementary Provisions
1. These Rules shall take effect on May 19, 2001.
2. These Rules shall not apply to the standard establishment procedures taken prior to effectuation of these Rules.
