Determined by the Board of Directors
- (Purpose)
- Article 1.
- The purpose of these Rules is to provide for the matters necessary for the management of the Secretariat of the Telecommunication Technology Committee (hereinafter referred to as "TTC" in Article 4) in conformity with the provisions of Article 19, Paragraph 3 of the Articles of Association of the Telecommunication Technology Committee.
- (Secretary General))
- Article 2.
- The Secretariat shall have one Secretary General.
- The Secretary General shall be elected by the Board of Directors and appointed by the President.
- The Secretary General shall direct the Secretariat.
- (Departments)
- Article 3.
- The Secretariat shall have the following Departments:
- General Affairs Department
- Planning Department
- International Affairs Department
- Technical Department No.1
- Technical Department No.2
- Technical Department No.3
- Technical Department No.4
- Technical Department No.5
- Each of the General Affairs Department, Planning Department, International Affairs Department, Technical Department No.1, Technical Department No.2, Technical Department No.3, Technical Department No.4, and Technical Department No.5 shall have a Director.
- The Director shall manage the Department's affairs and supervise the staff members upon order of the Secretary General.
- Staff members of each Department shall be engaged in clerical work upon order of their superiors.
- (General Affairs Department)
- Article 4.
- The General Affairs Department shall conduct the following affairs:

Matters relating to the planning and overall coordination; |
| (2) |
Matters relating to the receipt, dispatch and preservation of documents; |
| (3) |
Matters relating to the establishment, amendment, abolition and promulgation of various rules; |
| (4) |
Matters relating to the establishment and management of official seals; |
| (5) |
Matters relating to the personnel affairs, salaries, welfare and general affairs; |
| (6) |
Matters relating to the government and municipal authorities and any other organizations concerned; |
| (7) |
Matters relating to the Officials and the Councilors' Meeting; |
| (8) |
Matters relating to the Board of Directors and the General Assembly; |
| (9) |
Matters relating to the Councilors' Meeting; |
| (10) |
Matters relating to the members; |
| (11) |
Matters relating to the report or recommendation of rewards and decorations; |
| (12) |
Matters relating to the budgets of income and expenses and the settlement of accounts; |
| (13) |
Matters relating to the purchase and distribution of articles; |
| (14) |
Matters relating to the management of furniture and real estate; |
| (15) |
Matters relating to the book entry and collation of other accounting book; |
| (16) |
Matters relating to revenue and expenditures, and bank transactions; |
| (17) |
Matters relating to the tax payment and insurance; |
| (18) |
Matters incidental to the affairs mentioned in each preceding Item; and |
| (19) |
In addition to each preceding Item, matters relating to the activities of the Telecommunication Technology Committee. |
- (Planning Department, International Affairs Department, Technical Department No.1, Technical Department No.2, Technical Department No.3, Technical Department No.4, and Technical Department No.5)
- Article 5.
- The Planning Department, International Affairs Department, Technical Department No.1, Technical Department No.2, Technical Department No.3, Technical Department No.4, and Technical Department No.5 shall conduct the following affairs:

Matters relating to the Technical Assembly; and |
| (2) |
Matters incidental to the affair mentioned in the preceding Item. |
- Division of duties of the Planning Department, International Affairs Department, Technical Department No.1, Technical Department No.2, Technical Department No.3, Technical Department No.4, and Technical Department No.5 shall be prescribed by the President separately herefrom.
- (Part-time Employees)
- Article 6.
- The Secretariat may have part-time employees if necessary for the execution of its duties.
- Treatment, duties, etc., of the part-time employee shall be prescribed by the President separately herefrom.
- (Delegation to President)
- Article 7.
- Matters necessary for the implementation of these Rules not provided for herein shall be prescribed by the President separately herefrom.
- SUPPLEMENTARY PROVISION
- These Rules shall take effect on November 5, 1985.
- These Rules shall take effect on May 6, 1986.
- These Rules shall take effect on August 29, 1986.
- These Rules shall take effect on March 18, 1988.
